대한민국을 유지하고 번성시키기 위해서는 과연 몇 명의 국민이 필요할까요? 현실은 심각합니다. 대한민국의 인구는 매년 줄어들고 있으며, 그 감소 속도는 세계 어느 나라와 비교해도 매우 가파릅니다.
통계청에 따르면,
“2022년 5,200만 명이던 대한민국 인구는 2070년 3,800만 명으로 감소할 것”
이라고 전망하고 있습니다.
출산율 저하의 사회적·경제적 원인은 복합적이지만, 국가는 주로 출산 장려 정책으로 대응하고 있습니다. 그러나 이는 밑 빠진 독에 물 붓기처럼 효과를 거두지 못하고 있습니다. 왜냐하면 저출산의 원인을 지나치게 단순하게 해석하고 있기 때문입니다. 현재의 젊은 세대는 “왜 출산율을 높여야 하는가”라는 질문에 대해 정부가 내세우는 논리에 쉽게 공감하지 못합니다. 정부의 주장과 젊은 세대의 현실 인식은 평행선을 달리고 있습니다.
따라서 우리는 단순히 출산율을 높이는 프레임에서 벗어나야 합니다. 정교한 사회 제도와 과학기술을 통해 대한민국을 유지하는 데 필요한 적정 인구 규모를 먼저 파악해야 합니다. 4천만 명이 되지 않는 인구로도 국가를 안정적으로 운영하고 번영할 수 있는 제도적 장치를 마련해야 할 때입니다. 인간은 자연의 흐름을 완전히 거스를 수 없습니다. 그러나 우리는 제도를 혁신하고 기술을 활용함으로써, 주어진 인구 조건 속에서도 지속 가능한 사회를 만들어 갈 수 있습니다.
Population Theory: How Many People Does Korea Really Need?
How many citizens are truly necessary to sustain and prosper the Republic of Korea? The reality is stark. Korea’s population is shrinking every year, and the pace of decline is steeper than that of almost any other country in the world.
According to Statistics Korea,
“Korea’s population, which stood at 52 million in 2022, is projected to fall to 38 million by 2070.”
The causes of low fertility are deeply rooted in social and economic structures. Yet the government has largely responded with pro-birth policies. These efforts, however, have proven as futile as pouring water into a bottomless jar. The reason is clear: the causes of declining fertility have been oversimplified.
Today’s younger generation finds little reason to agree with the government’s arguments for raising the birthrate. The government’s narrative and the lived reality of the youth continue to run on parallel tracks, never intersecting.
Thus, we must move beyond the narrow framework of “raising the birthrate.” Instead, we should use sophisticated institutions and advanced technologies to determine the appropriate population size needed for Korea to function effectively. With fewer than 40 million people, it is still possible to maintain and even prosper—if we establish the right systems. Human beings cannot ultimately overcome the laws of nature. But through institutional reform and technological innovation, we can build a sustainable society within the demographic realities we face.
