다른 문화를 받아들이기 어려운 이유는 무엇일까요?

영국의 한 작은 마을에서 영국 정부의 이민 정책과 이민자들의 지역사회 유입에 항의하는 움직임이 나타났습니다.

남아프리카공화국에서도 이민자들의 추방을 요구하는 시위가 일어났고, 주변 국가들과의 긴장으로 이어지고 있습니다.

오늘날 우리는 주권국가라는 개념에 익숙합니다. 사회와 문화를 국가별로 나누어 생각하는 것이 자연스럽습니다.

그러다 보니 자신과 타인을 구분하는 것처럼, 우리 사회와 다른 사회를 구분하게 됩니다. 이러한 구분은 때로 다른 문화와 사람을 받아들이는 데 장벽이 되기도 합니다.

물론 과거에도 다른 문화와 사람을 경계하는 모습은 존재했습니다. 그러나 오늘날처럼 국가의 경계와 국민의 소속을 엄격하게 구분하는 체제가 언제나 존재했던 것은 아닙니다.

오늘날 이민자의 문제는 더 이상 다른 나라만의 문제가 아닙니다. 한국과 일본처럼 인구 감소로 해외 노동자를 적극적으로 받아들이는 사회에서도 작은 갈등이 계속해서 발생하고 있습니다.

서로에 대한 선입견은 어느 정도 자연스러운 현상일 것입니다. 우리는 익숙한 것에 편안함을 느끼고 낯선 것을 경계하기 때문입니다.

하지만 선입견이 결론이 되어서는 안 됩니다. 중요한 것은 그 다음입니다.

‘저 사람들은 우리와 다르다’에서 멈추는 것이 아니라, ‘그렇다면 우리는 어떻게 함께 살아갈 것인가?’를 물어야 합니다.

국가라는 틀도 중요합니다. 그러나 실제로 사람들이 매일 살아가는 공간은 결국 사회와 공동체입니다.

그곳에서는 서로 다른 사람들이 같은 거리에서 걷고, 같은 학교에 아이를 보내고, 같은 가게를 이용하며 살아갑니다.

국가의 필요에 따라 이민자를 받아들였다고 하더라도, 그 사회를 어떻게 지혜롭게 만들어 갈 것인지는 시민들의 몫입니다.

배척할 것인가, 무조건 받아들일 것인가의 양자택일만 있는 것은 아닙니다.

서로의 차이를 인정하면서도 함께 지켜야 할 질서를 만들고, 더불어 살아갈 방법을 찾는 것.

어쩌면 이민 문제에서 우리가 먼저 던져야 할 질문은

“누구를 받아들일 것인가?”가 아니라 “우리는 어떤 사회를 함께 만들어 갈 것인가?”

인지도 모릅니다.

Why Is It Difficult to Accept Other Cultures?

In a small town in the United Kingdom, a movement emerged protesting the British government’s immigration policies and the arrival of immigrants in the local community.

In South Africa, demonstrations have also taken place calling for the expulsion of immigrants, increasing tensions with neighboring countries.

Today, we are familiar with the concept of the sovereign nation-state. It seems natural to think of societies and cultures as being divided by national borders.

As a result, just as we distinguish between ourselves and others, we tend to distinguish between our society and other societies. At times, this distinction can become a barrier to accepting different cultures and people.

Of course, people in the past also viewed those from different cultures with suspicion. But the strict division between national borders and political membership that we know today has not always existed.

The issue of immigration is no longer a problem belonging only to other countries. Even societies such as South Korea and Japan, which are actively accepting foreign workers because of population decline, continue to experience small conflicts within their communities.

Prejudice toward others is, to some extent, a natural human response.

We feel comfortable with what is familiar and tend to be cautious about what is unfamiliar.

But prejudice should not become the conclusion. What matters is what comes next.

Instead of stopping at, “They are different from us,” we should ask:

“If we are different, how can we live together?”

The framework of the nation is important. But the place where people actually live their daily lives is ultimately society and community.

People from different backgrounds walk the same streets, send their children to the same schools, shop at the same stores, and live together in the same neighborhoods.

Even if immigrants are accepted because a country needs them, how that society develops from there is ultimately the responsibility of its citizens.

There is more than a simple choice between rejecting people and accepting everyone without conditions.

We can recognize our differences while creating a common order and looking for ways to live together.

Perhaps the first question we should ask about immigration is not:

“Whom should we accept?”

but rather:

“What kind of society do we want to build together?”
