Is the State in Plato’s Republic the Same as the Modern State?

The Ancient Greek Polis and the Development of the Modern Concept of the State

We often use the word state in everyday life.

We say that the state should protect its citizens and that it should move in the right direction. Politicians claim to work for the state, and government policies are sometimes described as policies of the state itself.

But this raises an important question.

What exactly do we mean when we speak of the state?

Is the state the same as the government? Or is it a broader concept that includes the people, territory, laws, and institutions?

To better understand this question, we can return to one of the classics of political philosophy: Plato’s Republic.

1. What Is Plato’s Republic About?

Plato’s Republic is a foundational work of political philosophy. At first glance, its English title may suggest a book about modern republics or state institutions.

However, one of the key concepts Plato uses is the Greek word polis.

In ancient Greece, a polis was not simply a political organization governing a particular territory. It was a community in which citizens shared political, social, and religious life.

Therefore, it would be misleading to interpret Plato’s Republic as a book about modern nation-states such as South Korea or Japan.

Plato was concerned with a more fundamental question: What is a just community, and according to what principles should such a community be organized and governed?

Rather than describing a specific state that existed in reality, he constructed an ideal political community to explore the nature of justice.

2. Plato’s Ideal State

To explain a just city, Plato presents a society in which its members perform different roles.

The first group consists of the philosopher-rulers. They understand what is good and just and are responsible for governing the community through wisdom.

The second group consists of the guardians. They protect the community from external threats and help maintain its order.

The third group consists of producers, including farmers, artisans, and merchants. They provide the goods and services necessary for the community to function and establish its economic foundation.

For Plato, a just community was not one in which everyone performed the same tasks. Rather, it was one in which each person fulfilled their appropriate role and the different parts worked together in harmony.

From this perspective, Plato argued that philosophers should rule. Those who make important decisions for the community need more than political power or popular support. They must also understand the nature of goodness and justice.

Of course, this argument creates tensions with modern democracy. If a small group of wise individuals should govern, how can that principle be reconciled with the political equality of citizens? This is an important question to consider when examining Plato’s political philosophy.

3. How Does Plato’s Polis Differ from the Modern State?

Plato’s polis and the modern state share certain characteristics, particularly as political communities. However, they emphasize different aspects of political life.

In modern political thought, the state generally refers to a political organization with a defined territory, population, sovereignty, laws, and public institutions. It is understood as an institutional entity that continues to exist even when the government changes.

By contrast, Plato’s polis places greater emphasis on how members of a community live within a particular order and how that community can achieve justice.

This distinction is also important when considering the relationship between the state and the government.

In modern politics, the government is the institution that exercises the public authority of the state. Even when the people who form the government change through elections, the state itself does not disappear. The government and the state are not identical.

Similarly, the government does not become identical to the people simply because it claims to represent them. A government represents the people and exercises public authority, but its judgments and policies do not necessarily reflect the views and interests of every citizen.

This distinction is essential to understanding the modern state. However, we should not assume that Plato distinguished between the state and the government in exactly the same way we do today. His political philosophy focused less on modern institutional distinctions and more on the order of a just community and the principles of good governance.

4. What Is the Purpose of the State?

Following Plato’s argument leads us to a fundamental question.

What exists for the sake of the state? Or, more precisely, what is the state for?

If we understand the state merely as an organization that exercises power, we might evaluate its success by its ability to maintain order and exercise authority effectively.

Plato, however, asks a more fundamental set of questions. Is that order just? For what purpose does a ruler exercise power? What kind of life should the members of a community lead?

These questions remain relevant today.

Can we say that a government is just simply because it operates stably? Can we conclude that a system serves the common good merely because laws and institutions exist?

The existence of political power and the legitimate exercise of that power are two different matters.

Plato’s philosophy encourages us to examine not only the structure of a political community but also the purposes it seeks to achieve and the standards by which its rulers make decisions.

5. Wise Rulers or Sound Institutions?

One of the enduring questions raised by Plato’s Republic concerns the relationship between the character of rulers and the institutions of government.

Plato emphasized the importance of wise rulers. He believed that a just community required people who understood goodness and justice to exercise political power.

But modern political philosophy raises a further question.

Even if a good person holds power, can we guarantee that they will always make the right decisions?

Human beings can make mistakes and may allow their own interests to influence their judgment. For this reason, modern democracies emphasize institutional safeguards such as the separation of powers, the rule of law, elections, and political accountability, alongside the qualities of individual leaders.

This does not simply mean rejecting Plato’s concerns. Rather, it can be understood as continuing the questions he raised in a different way.

To create a just society, do we need wise rulers? Or do we need institutions that encourage those in power to exercise their authority properly, regardless of who holds office?

Perhaps we need to consider both.

Even well-designed institutions depend on the judgment and responsibility of the people who operate them. At the same time, even capable and well-intentioned leaders must recognize the limits of their authority and accept accountability.

Conclusion: What Do We Mean When We Speak of the State?

Plato’s Republic was not written to explain the institutions of the modern state. It is a classic work of political philosophy that explores the conditions of a just community and the principles of good governance.

Nevertheless, reading this work can help us better understand the modern state.

It encourages us to ask whether we distinguish between the state and the government when we use these terms. It also invites us to consider what it means for a government to represent the people and whether the exercise of power automatically establishes its legitimacy.

The state is an abstract concept, but the political decisions made in its name have concrete consequences for people’s lives. Understanding the state, therefore, requires more than knowing how its institutions are organized. We must also consider why political authority exists and the principles that should guide its exercise.

For whom should the state exist, and by what standards should we evaluate the state and its authority?

These questions were not limited to Plato’s time. They remain essential to how we understand politics and community today.
