참의원 비서 인턴으로 일하면서 느낀 것 중 하나는 일본 정치에서 선출된 중의원 의원의 무게감이 상당히 다르다는 점이었습니다.
왜 지역구에서 선출된 중의원 의원에게 이러한 무게감이 생기는 것일까요?
가장 큰 이유는 지역구에서 직접 유권자의 선택을 받았기 때문일 것입니다.
법률적으로는 비례대표 의원이든 참의원 의원이든 민주정치의 정치행위자로서 기본적인 권한을 갖습니다.
그러나 인간사회에서 정당성은 법률만으로 결정되지 않습니다.
자신이 사는 지역에서 직접 만나고, 지역의 문제를 함께 고민하며, 선거를 통해 자신의 표를 행사한 사람에게 더 큰 친밀감과 권위를 느끼는 것은 자연스러운 현상일지도 모릅니다.
최근 대한민국에서도 비례대표를 둘러싼 여러 논쟁이 있습니다.
그러나 정치인의 권위는 법률이 정한 권한만으로 만들어지는 것이 아닙니다.
그 정치인이 누구에게 선택받았는가, 시민들이 그를 얼마나 신뢰하는가, 그리고 지역과 공동체에서 어떤 관계를 쌓아왔는가도 정치적 권위의 중요한 일부입니다.
민주주의에서 법적 평등은 중요합니다.
하지만 법적 평등이 사회적 권위까지 완전히 동일하게 만드는 것은 아닙니다.
어쩌면 정치는 법률과 제도만으로 설명할 수 없는 인간의 감정과 관계 위에서 작동하는 영역인지도 모르겠습니다.
Political Authority Is Not Created by Law Alone
One thing I noticed while working as an intern for a House of Councillors member was that elected members of the House of Representatives seem to carry a noticeably different weight in Japanese politics.
Why do constituency-elected representatives have this sense of authority?
One important reason may be that they are directly elected by voters in a specific constituency.
Legally, proportional-representation members and members of the House of Councillors have their own constitutional and electoral mandates, and they are all political actors in a democracy.
Yet in human society, legitimacy is not determined by law alone.
It is perhaps natural for people to feel a greater sense of familiarity and authority toward someone they meet in their own community, who understands local problems, and whom they personally chose through their vote.
There have recently been various debates in South Korea concerning proportional-representation lawmakers.
But a politician’s authority is not created by legal powers alone.
Who elected the politician, how much citizens trust them, and what kind of relationship they have built with their community also contribute to political authority.
Legal equality is essential to democracy.
But legal equality does not necessarily make social authority completely equal.
Perhaps politics operates not only through laws and institutions, but also through the emotions and relationships of the people who make up a community.
