2026년 5월 29일, 제221회 특별국회에서 「출입국관리 및 난민인정법 및 출입국관리 및 난민인정법 제2조 제5호 나목의 여권을 소지한 외국인의 상륙신청 특례에 관한 법률의 일부를 개정하는 법률」이 성립되었으며, 같은 해 6월 5일 공포되었습니다(2026년 법률 제32호).
3. 출입국관리 및 난민인정법 제22조 제2항의 규정에 따른 영주허가: 30만 엔
일본 정부는 외국인의 입국과 체류에 관한 각종 신청 및 갱신 수수료를 대폭 조정하는 법률 개정안을 통과시켰습니다.
2026년 5월 특별국회에서 가결된 이번 개정안에는 영주허가 수수료를 30만 엔으로 규정하는 내용도 포함되어 있습니다.
저 역시 올해 1월 영주권을 신청한 상태여서 이번 개정안을 관심 있게 지켜보고 있습니다. 다만 현재 신청 중인 건에 어떤 기준이 적용될지에 대해서는 아직 구체적인 안내가 나오지 않은 상황입니다.
이번 개정안을 바라보는 시선은 다양합니다.
외국인 증가에 따른 치안 문제를 우려하는 의견도 있고, 일부 지역의 부동산 가격 상승과 같은 사회적 문제를 이유로 드는 사람들도 있습니다. 일본 정부 역시 이러한 현실을 고려하여 외국인 정책을 조정하고 있는 것으로 보입니다.
하지만 다른 한편으로 일본 역시 한국과 마찬가지로 고령화와 노동력 부족이라는 과제를 안고 있습니다. 앞으로 경제를 유지하기 위해서는 외국인 인재의 역할이 더욱 중요해질 가능성이 큽니다.
그런 점에서 높은 수수료는 단기적으로는 일본을 선택하려는 사람들에게 부담으로 작용할 수 있습니다. 그러나 장기적으로는 수수료만으로 국가의 경쟁력이 결정되지는 않을 것입니다.
한 나라에 대한 호감은 단순히 비용으로 결정되지 않습니다.
사람들이 높은 비용을 지불하면서도 그 나라를 찾는 이유는 결국 그 사회가 가진 매력 때문입니다. 안전한 거리, 친절한 시민, 신뢰할 수 있는 제도, 그리고 일상 속에서 느껴지는 문화가 국가의 경쟁력을 만듭니다. 저는 이러한 매력은 정부가 만드는 것이 아니라 시민들이 만들어 가는 것이라고 생각합니다.
정부는 제도를 설계할 수 있지만, 한 나라를 다시 찾고 싶게 만드는 것은 결국 그곳에서 살아가는 사람들의 태도와 공동체의 문화입니다.
앞으로 일본이 높은 문턱을 유지하면서도 많은 사람이 “그래도 일본에서 살아보고 싶다.”라고 생각하는 나라가 될 수 있을지 지켜보고 싶습니다.
Permanent Residence Application Fee Raised to ¥300,000
On May 29, 2026, during the 221st Extraordinary Session of the National Diet, the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Act on Special Cases for Landing Applications by Foreign Nationals Holding Passports Specified in Article 2, Item 5(b) of the Immigration Control and Refugee Recognition Act was passed. The law was promulgated on June 5, 2026 as Act No. 32 of 2026.
The amended law includes the following provision:
3. Permanent residence permission under Article 22, Paragraph 2 of the Immigration Control and Refugee Recognition Act: ¥300,000.

The Japanese government has passed a legislative amendment that significantly increases various fees related to immigration procedures, including applications for residence status and renewals for foreign nationals.
Among the changes is a provision setting the fee for permanent residence permission at ¥300,000.
I personally applied for permanent residence in January this year, so I have been following this amendment with great interest. However, it is still unclear how the new fee will apply to applications that are already under review.
There are many different opinions about why Japan is raising the barriers for foreign residents.
Some point to concerns about public safety in areas with rapidly growing foreign populations. Others mention rising real estate prices and the impact of property investment in certain regions. It appears that the government is responding to these social issues by revising its immigration policies.
At the same time, Japan, like South Korea, is facing the realities of an aging society and a shrinking workforce. In the years ahead, foreign workers and professionals will likely become even more important to sustaining the country’s economy.
From that perspective, higher application fees may discourage some people from choosing Japan in the short term. Over the long run,
however, a country’s attractiveness cannot be measured by application fees alone.
The appeal of a nation is never determined by a single factor.
People are willing to pay higher costs if they believe the country offers something genuinely valuable. Safe streets, courteous citizens, reliable institutions, and a culture that can be experienced in everyday life all contribute to a nation’s appeal.
In my view, these qualities are not created by the government alone. They are cultivated by ordinary citizens through their daily lives.
Governments can establish laws and institutions, but it is the people who create the atmosphere that makes others want to visit, live, and build their future there.
As Japan raises the threshold for immigration, I hope it will continue to be a country that people aspire to live in—not because it is inexpensive or easy to enter, but because its society, culture, and people make it a place worth choosing.
