정당은 정치 집단 중 하나로, 공익을 추구하는 조직입니다. 여기서 말하는 공익이란 동일한 시간과 공간을 공유하는 시민들의 실질적인 이익을 뜻합니다. 실체 없는 반정치적 구호나 모호한 이상만을 내세우는 집단은 정당이라 부를 수 없습니다.
한국의 정당 정치는 한 명의 스타 정치인에게 과도하게 의존하고 있으며, 그 능력조차 과장되는 경우가 많습니다. 이러한 상황에서는 국익에 대한 숙고 없는 감정적이고 즉흥적인 정책이 난무하게 됩니다.
18세기 영국의 정치가 애드먼드 버크는 다음과 같이 말했습니다.
“정당이란, 공통된 한 가지 원칙에 동의한 사람들이, 그들의 공동 노력을 통해 국가의 이익을 증진하고자 결집한 집단이다.”
정당은 특정 정치인의 개인적 기반이 아니라, 공공의 목적을 실현하기 위한 실천적 조직입니다. 한국 정치도 정당의 원칙과 강령을 재정립하고, 개별 정치인이 자유로운 판단을 할 수 있는 토대를 마련해야 합니다. 정당의 본래 목적을 회복하기 위한 숙고와 개혁이 시급합니다.
A Political Party Must Be a Community for the Public Good
A political party is one form of political organization that exists to pursue the public good. The “public good” refers to the real, practical interests of people who share the same time and space in a given society. A group that lacks substance and merely shouts vague, anti-political slogans should not be called a political party.
Korean party politics today is often dominated by a single star politician. In many cases, the politician’s abilities are exaggerated—like a knight wielding a dull sword. As a result, policies are often driven not by reflection on the national interest, but by emotional and populist impulses.
Edmund Burke, an 18th-century British politician, defined a party as follows:
“A party is a body of men united for promoting by their joint endeavours the national interest, upon some particular principle in which they are all agreed.”
A political party is not the personal vehicle of a powerful individual, but a practical organization that exists to realize shared public principles. It is time for Korean politics to reevaluate the principles and platforms of its parties and create an environment where individual politicians can exercise independent judgment. Reforming the structure and restoring the original purpose of political parties is now an urgent task.
